PEC E-Gateway FAQ's
The PEC Gateway is a digital procurement system of local Engineering Consulting Services. The platform of PEC gateway is designed to operate under competitive, fair, and transparent, procedures in compliance to the internationally accepted procurement policies for export of local Engineering Services internationally. The system will be administered by dedicated staff of PEC in alliance with PEC Pakistan Development Committee (PPDC) members. The aim of PEC Gateway is to contribute in creating knowledge-intensive service-oriented economy and represent local Engineering Industry as Tech enabled service from the trusted and credible platform of PEC. The PEC Gateway will be launched with a focused objective of promoting local Engineering Talent in international market through coordinated efforts of overseas engineers for preserving brain drain at national level.

A legal entity: individual or organization located locally or internationally for operations of business and registered with related authorities as per law of land for tax filings can register as client and post a project at PEC Gateway to hire specialized consulting services. PEC will approve client registration after review of relevant documents of incorporation and tax filing.
Yes, if the entity meets the documental requirement of incorporation and tax filing. He / she can get registered as client on PEC Gateway and post a project as per PEC Gateway regulations.
Yes, local project of Pakistan can be posted on PEC Gateway.
Consultant individuals and firms registered with PEC are eligible to register on PEC Gateway.
Yes, Consultant individuals and firms registered with PEC are eligible to apply/ bid for projects on PEC Gateway.
You must be registered on portal as client and submit documentational requirements of incorporation and tax filing. Once your registration request will be approved, you will be able to post projects.
Consultant individuals and firms registered with PEC are eligible to register on PEC Gateway. Once registered they can submit prequalification and apply for projects at PEC gateway.
Client/ Consultant Framework:
- The client registration eligibility requirement is based over registration of individual or organization located locally or internationally with related authorities as per law of land. PEC will review documentary evidences to approve registration at PEC Gateway.
- Client and Consultant both must comply with all reverent regulations and taxation for registration. Once approved on PEC Gateway, it is the responsibility of Clients and Consultant to ensure compliance with legal procedures as per law of land. Tractions on PEC Gateway are to be carried in compliance with regulatory framework only.
- PEC is responsible to maintain and update the regulatory framework as and when needed.
- PEC Gateway regulatory framework is limited to conduct of transactions of engineering consultancy services pursuant to verified codes of consultants and engineers.
- It is recommended to adhere to prescribed procurement documents of PEC Gateway Regulatory Framework for standardization of procedure, while evaluating and carrying negotiations for award of project.
- Update of profile information of client and consultant both is the responsibility of user (client and consultant).
- Conflict of interests, if any should be declared prior to the submission of proposals and entering into the agreement
- In case of any clarification regarding the regulatory framework, Arbitrator will respond to the concern.
- In case of fraud and misrepresentation by either Client or consultant, punitive action shall be initiated, not limiting to permanent disbandment not only for E-commerce but also in PEC
- In case of a project dispute, PEC will play the role of third party arbitrator for resolution of conflict against a fee. Both parties in the agreement will bear the fees pertaining to dispute adjudication collectively.
- Arbitrator:
- In case of disputes between client and consultant; either party can report a dispute at PEC Gateway for conduct of arbitration as 3rd party mediator. Arbitrator will collect necessary information from client and consultant to commence activities of dispute adjudication.
- “PEC Rules for conciliation and arbitration” prepared based on UNIDO shall be the basis of such dispute adjudication.
- Adjudicator decision shall be considered as the final decision and both parties will accept it as per the PEC Gateway Regulatory Framework.
On PEC Gateway client will post a project with a selection criteria. Consultants: individuals and firms can apply on the project for consideration. It is the jurisdiction and discretion of client to review application of engineering consultants and invite suitable applicants for negotiations and award of project.
If you are a client and have posted a project which is ‘On Hold’ by funding agency than tag the project ‘On Hold’ to update the applicants about the status of the project.
PEC Arbitration Services includes evaluation of transaction carried on PEC Gateway as per regulatory framework that governs PEC Gateway .
